  CHANGE IN FOUNDATION GRANTS POLICY

Dear Rotarians,

Some important and difficult decisions were taken at the April
meeting of TRF Trustees, in view of reduction in overall availability
of World Funds for Rotary year 2009-10.


MATCHING GRANTS

The World Fund allocation for Matching Grants has been reduced to
US$9.5 million for 2009-10, about 70 percent less than the
original budget for 2008-09.

Matching Grant applications will be accepted beginning 1 July 2009
in accordance with the normal business cycle.

While the good news is that Matching Grant program will continue
next Rotary year without change, the bad news is that
World Fund (WF) amount of $ 9.5 million could run out very quickly
in July. It makes sense to submit the new applications as early as
possible and if they are complete they would have a good chance
at receiving funding if received very early in the Rotary year.

The applications already filed at TRF and acknowledged with MG
numbers during Rotary year 2008-09 would get priority, provided
deficiencies are taken care of by sponsoring Rotary Clubs and
applications are complete and ready for approval. These
applications will get first chance at funding starting in July.

Applications, which were received after the commitment of the
budget in early March 2009 and were returned to sponsors without
processing, would need to be resubmitted after 1st July 2009 and
would be processed in date order along with any new application,
until the budget for 2009-10 is exhausted.

A new type of Matching Grant has been conceptualized without
any TRF award. If the cash and DDF contributions pledged on the
Matching Grant application exceeds US$10,000, then Rotarians
have the option of requesting a Matching Grant equal to the total
of sponsoring contributions without any TRF award. While clubs
may directly join hands internationally to do a WCS project, it
would be essential to take MG route to utilise the DDF available
with the district. These applications would be considered
throughout the Rotary year, even if MG funds are exhausted,
provided applications are submitted within the MG cycle and all
criteria normally applicable to Matching Grant program are fulfilled.


3H GRANT

The budget for 3-H Grant has also been greatly reduced and will only
support new projects that are part of Rotary’s alliance with USAID
to improve water and sanitation in some specified parts of world,
India not being one of them for the time being.


VOLUNTEER SERVICE GRANTS

Effective 1 July 2009, the Foundation will no longer fund the
Volunteer Service Grants.
